Abstract

"Abstract Public-Private Partnerships represent collaborative arrangements between government institutions and private sector organizations to deliver public services or infrastructure projects. Between 1995 to 2024, Bangladesh has sustained GDP growth of 5.77% annually and GDP per capita from USD 309 to USD 2593 and connected to electricity all over the country (99.5%). During this time, Bangladesh is facing deep structural challenges in energy transition, institutional quality, and green capital mobilization, with a declining Foreign Direct Investment (FDI) with an average of 0.68% of the GDP and renewable electricity which collapsed from 6.44% to 1.47%. The main goal of this paper is to analyse the role of PPPs and green investment strategies for accelerating SDGs. By analysing the data from the World Bank Indicators and Worldwide Governance indicators spanning 1995 to 2024 using Microsoft Excel and calculation of correlations, mean value, standard deviation and compound annual growth rate (CAGR), the study confirms that electricity consumption and CO2 emissions in Bangladesh are strongly connected with economic growth. Bangladesh is lacking private green investment although it has a developing digital infrastructure. In conclusion, to achieve the SDG financing gap through 2030, this paper proposes a PPP plan: reducing investor risk through stronger government policies and green investment, blended finance instruments, green bonds and discounted first-loss layers to attract private investors, advance green finance ecosystem and rapid internet expansion for smart grids and green energy solutions. By building stronger and sustainable institutions, Bangladesh can achieve its long-term goal. "
